To provide an estimation device capable of reducing the time and labor required to collect road information, an estimation method, and an estimation program.SOLUTION: In an estimation system, an estimation device 100 comprises an acquisition unit 131, a vehicle estimation unit 133, and a road estimation unit 135. The acquisition unit acquires detection information detected by detection devices of some vehicles among vehicles running on a prescribed road. The vehicle estimation unit estimates types of some vehicles running on the prescribed road on the basis of the detection information. The road estimation unit estimates the situation of the prescribed road on the basis of the estimated types of the vehicles.SELECTED DRAWING: Figure 4
