To provide a floor cushioning material and a floor constitution material useful for mitigating impact.SOLUTION: A floor cushioning material 10 is constituted with at least a first cushioning layer 2 and a second cushioning layer 3 arranged under the first cushioning layer. The first cushioning layer 2 has a compression modulus of elasticity of 0.01-29 kPa when compressed from 10% to 20%, and the second cushioning layer 3 has the compression modulus of elasticity of 30-12,000 kPa when compressed from 2.5% to 5.0%.
