To provide a high-frequency diffusion sheet that allows a communication apparatus to satisfactorily receive electromagnetic waves even if the electromagnetic waves are electromagnetic waves in a high-frequency region, over a wide range in a building by diffusing the electromagnetic waves in the high-frequency region.SOLUTION: A high-frequency diffusion sheet 10 of the present invention is used to diffuse electromagnetic waves in a high-frequency region and is made of a conductive resin film 11 having transparency.
