To provide an excavation plan preparation device, a work machine, and a method for preparing an excavation plan, which can properly consider the influence of soil properties when preparing an excavation plan.SOLUTION: An excavation plan preparation device comprises a storage unit that stores a plurality of machine-learned planning models that input terrain information and output planning values for excavation trajectory and turning direction, and that have been machine-learned with different parameters related to soil properties, a soil quality estimation unit that estimates the soil quality, a terrain information acquisition unit that acquires terrain information, and a planning value calculation unit that selects a planning model based on the soil quality estimated by the soil quality estimation unit, inputs the terrain information acquired by the terrain information acquisition unit to the selected planning model, and calculates the planning value as an output of the planning model.SELECTED DRAWING: Figure 1
