This excavation plan creation device comprises: a storage unit which stores a plurality of planning models which are machine-learning models receiving topographic information and outputting planned values of an excavation trajectory and a turning direction, and on which machine learning has been performed with different soil property-related parameters; a soil property estimation unit which estimates soil property; a topographic information acquisition unit which acquires topographic information; and a planned value calculation unit which selects a planning model on the basis of the soil property estimated by the soil property estimation unit, inputs, to the selected planning model, the topographic information acquired by the topographic information acquisition unit, and calculates the planned value as the output of the planning model.
