To provide a flame-retardant heat-insulation structure which has high airtightness due to good adhesion to a building member, and is also excellent in flame retardancy.SOLUTION: A flame-retardant heat-insulation structure 10 is formed on a surface 11a of a building member 11, and includes a first layer 12 in contact with the surface 11a of the building member and a second layer 13 provided on the first layer 12, in which the first layer 12 and the second layer 13 are each formed of a foamable urethane resin composition containing at least a polyol compound, a polyisocyanate compound, a foaming agent and a catalyst, a degree of nuration of the first layer 12 is less than 1.0, and a degree of nuration of the second layer 13 is 1.0 or more.SELECTED DRAWING: Figure 1
