To provide a long-life and inexpensive molded heat insulating material with a surface layer capable of suppressing deterioration of heat insulating performance due to gas.SOLUTION: A molded heat insulating material with a surface layer has a carbon fiber-based molded heat insulating material, an expanded graphite sheet laminated on the carbon fiber-based molded heat insulating material, and a sheet protective layer laminated in contact with the expanded graphite sheet. The sheet protective layer has a carbon fiber cloth, carbon particles, and a carbonaceous matrix covering the surfaces of the carbon fibers and the carbon particles of the carbon fiber cloth, where its bulk density is 0.5-2.0 g/cm3.SELECTED DRAWING: Figure 1
