To provide a reinforcement pipe manufacturing method capable of manufacturing a highly rigid light reinforcement pipe with high work efficiency, and provide the reinforcement pipe.SOLUTION: This reinforcement pipe manufacturing method comprises: a padded bead forming step of inserting a welding torch 30 from an open end 11 of a pipe 10 into the pipe 10, and forming a padded bead 20 in at least a part of an inner wall surface 12 of the pipe 10 in a peripheral direction through brazing using a solder material or welding using a welding material; a reinforcement plate disposing step of inserting, after the welding torch 30 has been removed from the pipe 10, a reinforcement plate 25 into the pipe 10, and disposing the reinforcement plate 25 so as to contact the padded bead 20; and a reinforcement plate welding step of fillet-welding at least parts of an edge part 26 of the reinforcement plate 25 and the inner wall surface 12 of the pipe 10.SELECTED DRAWING: Figure 1B
