To provide a foaming agent composition for a hydraulic composition, a hydraulic composition containing bubbles, and a method for producing the same by which the strength of a hardened body of the hydraulic composition can be enhanced by increasing the bubble diameter in the hydraulic composition as compared to a case where the hydraulic composition has the same specific gravity.SOLUTION: A foaming agent composition for a hydraulic composition comprises the following (A1) component, optionally the following (A2) component, and the following (B) component, and a mass ratio of the content of the (A1) component to the total content of the (A1) component and the (A2) component (A1)/[(A1)+(A2)] is 0.8 or more and 1 or less. (A1) component is one or more kinds selected from alkyl or alkenyl sulfate having alkyl or alkenyl groups with 8 to 10 carbon atoms and their salts. (A2) component is one or more kinds selected from surfactant other than (A1) component. (B) component is monohydric alcohol with 6 to 10 carbon atoms.SELECTED DRAWING: None
