To provide a cleaning device and a cleaning method which can reduce costs for maintenance and consumable materials and efficiently clean a placing joint surface.SOLUTION: A cleaning device according to one embodiment is the cleaning device 1 for a fragile product B of a placing joint surface S of a cement-based hardened body. The cleaning device 1 comprises: a base body 2 which has a travel mechanism on the lower part; a hollow tube 4 which has an air jet nozzle that jets the air E to the placing joint surface S on the front side of the base body 2; and a support member 5 which supports the hollow tube 4 on the front side of the base body 2. The support member 5 includes an angle change mechanism 10 which supports the hollow tube 4 and can change the orientation of the air E in the plan view to an inclined direction.SELECTED DRAWING: Figure 5
