To provide a ventilation member and an outer wall that can reduce intrusion of rain or snow.SOLUTION: A ventilation member 20 comprises a passage portion, a first shielding portion 31, and a second shielding portion 32. The first shielding portion 31 is configured to partition a first space S1 which is one section within the passage portion into a first chamber R1 including a first opening 26 and a second chamber R2 including a second opening 27. The second shielding portion 32 is configured to partition a second space adjacent to the first space S1 into a third chamber R3 including the first opening 26 and a fourth chamber R4 including the second opening 27. A first portion of the first shielding portion 31 is arranged closer to the first opening 26 than a third portion of the second shielding portion 32 in side view. A second portion of the first shielding portion 31 is arranged farther from the first opening 26 than a fourth portion of the second shielding portion 32 in side view.SELECTED DRAWING: Figure 6
