To estimate presence/absence of contaminated soil in a planning stage.SOLUTION: A storage part stores geological data indicating depth distribution of geological sections for each inspection point, and contaminated soil data indicating presence of contaminated soil for each of the geological sections, a geological section detection part selects the plurality of inspection points on the basis of a distance from a plan point having a work plan, with reference to the geological data, and detects a common geological section in the selected inspection points, and a contaminated soil estimation part estimates presence of the contaminated soil in the plan point on the basis of the detected geological section, with reference to the contaminated soil data.SELECTED DRAWING: Figure 1
