To estimate a loading status of an entire area of a loading target.SOLUTION: A loading determination unit determines whether or not a load held by a work tool provided in a loading machine is loaded onto a loading target. A relative position specifying unit specifies a relative positional relationship between the work tool and the loading target when the load is loaded onto the loading target. A distribution estimation unit estimates a distribution of the load loaded onto the loading target based on a viscosity of the load loaded onto the loading target.SELECTED DRAWING: Figure 6
