To provide a vibration control panel with stable vibration control properties even when the outside temperature changes, and a vibration control wall having the vibration control panel.SOLUTION: A vibration control panel 1 comprises a face material 2, a heat insulation material 3 bonded to a first face 2a of the face material 2, and a vibration control material 5 on the second face 2b of the face material 2, which is the opposite surface of the first face 2a. The face material 2 and the heat insulation material 3 are bonded by a double-sided adhesive tape 9. An outdoor surface of the heat insulation material 3 is bonded with a moisture-permeable waterproofing sheet.SELECTED DRAWING: Figure 1
