The present invention relates to a roll blind installed inside a window of a building to shade lights through the window and, more specifically, relates to a roll screen capable of preventing accidents of infants and children due to a drooped towing rope by preventing the towing rope, which provides a torque to a winding roller, from normally drooping. The present invention is characterized by comprising: a fixed frame; a winding rod of a rotary structure installed in the fixed frame; a rotary deceleration unit arranged on one end of the winding rod, converting a normal-direction transferring force of a towing string into a torque, and transferring the rotating torque to the winding rod; a blind sheet fixated on a top of the winding rod, controlling the state of the shading lights through the window using a regular rotation of the winding rod; and a towing string adjuster. The towing string adjuster includes a lifting rail; a lifting roller installed in the lifting rail to be lifted, where the towing string is attached; a towing spring receiving the towing string inside the lifting rail by pulling the lifting roller where the towing string is attached to an upper side of the lifting rail; and a stopper spreading the towing string by fixating the lifting roller, which is moved downwards along the lifting rail by pulling the towing string, on one spot on the lower side.
