According to the present invention, disclosed are an emergency water blockage apparatus and a method to construct a cutoff wall by using the same. The emergency water blockage apparatus comprises: a panel having each connection part in both parallel sides, having a lower side touching the ground, and including a first combination part formed in a rear lower part and a second combination part formed in an upper side separated from the first combination part to almost form a surficial body or a plate body in order to form a cutoff surface; a ground support including a first fastening part combined with the first combination part and a second fastening part combined with the second combination part, and fixed on the ground; and a strut having a first connection part connected to the second combination part and a second connection part connected to the second fastening part. Thus, the emergency water blockage apparatus has a triangular structure. According to the present invention, the cutoff wall is conveniently installed in a large or small scale with flexibility, a construction time to make the cutoff wall is reduced, and the cutoff wall is easily constructed even when water is partially filled or flowing.

평행한 양 측에 각각 연결부를 가지고 하측은 지면과 닿으며, 후면 하부에 형성되는 제1결합부, 제1결합부와 이격된 위쪽에 형성되는 제2결합부를 구비하여 물막이면을 형성하도록 대략 면체 혹은 판상체를 형성하는 패널과, 제1결합부와 결합되는 제1결속부와 제1결속부와 이격된 제2결속부를 구비하며 지면에 고정되는 지반지지대, 제2결합부와 접속되는 제1접속부와 제2결속부에 접속되는 제2접속부를 가지는 버팀대를 구비하여 삼각구조로 이루어지는 응급 물막이 장치와 이를 이용하여 차수벽을 시공하는 방법이 개시된다. 본 발명의 응급 물막이 장치 및 이에 적합한 시공 방법에 따르면 융통성있게 대규모나 소규모로 편리하게 설치할 수 있고, 차수벽을 만드는 시공시간을 줄일 수 있으며, 일부 물이 차오르거나 물이 흐르는 상태에서도 쉽게 차수벽을 시공할 수 있게 된다.
