The present invention relates to a handle assembly for a roll insect screen and a roll insect screen having the same. The handle assembly for a roll insect screen comprises: a handle having a main frame; and a fixing unit having a main body coupled to the main frame, an operating lever coupled to the main body to be able to move, and a fixing rod communicating with movement of the operating lever to relatively move with respect to the main frame. The operating lever comprises: a knob disposed to move in the longitudinal direction of the main frame; and a hook installed in the knob and hooked onto the fixing rod after being elastically displaced and then restored by the fixing rod entering a movement space between the operating lever and the main frame.
