The top-down type segmental ladder comprises: a base unit disposed in a horizontal direction and having a through hole; a plurality of wheels coupled to the base unit; a plurality of safety handrails coupled in a direction perpendicular to the base unit; a plurality of outriggers rotationally coupled to the base unit; an entrance door disposed between two safety handrails adjacent to each other among the safety handrails, and rotationally coupled to at least one safety handrail; and a water tank entering door rotationally coupled to the base unit to cover or open the through hole of the base unit.
