The disclosed apparatus for installing a downward segmental type ladder includes: a base part arranged in a horizontal direction and having a penetrating hole; a plurality of wheels coupled to the base part; a plurality of safety railings coupled to the base part in a vertical direction; a plurality of outriggers rotationally coupled to the base part; an entrance arranged between the two safety railings adjacent to each other among the plurality of safety railings and rotationally coupled to the at least one safety railing; and a water tank approach door rotationally coupled to the base part to cover or open the penetrating hole of the base part.
