The present invention relates to a mobile build-up type scaffolding device having a safety railing, which can be freely moved in accordance with an installation position of a workplace, and prevent falling of a worker. To this end, the mobile build-up type scaffolding device includes: a scaffold on which the worker boards to work; and a safety railing installed along an upper side of the scaffold.
