Disclosed are a method for manufacturing an eco-friendly semi-non-combustible sound-absorbing board and an eco-friendly semi-non-combustible sound-absorbing board manufactured by the method. The method for manufacturing an eco-friendly semi-non-combustible sound-absorbing board according to an embodiment of the present invention comprises: a fiber board production preparation step of manufacturing and preparing a predetermined fiber board having an eco-friendly and semi-non-combustible function; and a groove or hole forming step using a punch tool for simultaneously forming a plurality of grooves or holes in the fiber board using a predetermined punch tool.
