According to an embodiment of the present invention, an underpass flood warning device for notifying a user outside an underpass whether the underpass is flooded, comprises: a through-pipe provided to penetrate the ground between the outside of the top of the underpass and the inside of the underpass in a direction perpendicular to the ground so that the outside of the top of the underpass and the inside of the underpass are connected; a buoy module provided on the bottom of the underpass to float on the surface of water collected on the bottom of the underpass if the underpass is flooded; and a flooding warning rod having a lower end connected to the buoy module, and provided to pass through the through-pipe. The flooding warning rod is provided to move from the inside of the through-pipe toward the top of the through-pipe if the underpass is flooded and the buoy module floats, and is provided so that depending on the degree of floating of the buoy module, the length of the top of the through-pipe exposed to the outside of the top of the underpass varies.
