The present invention relates to a water-saving toilet which can be used in a submarine or the like. The water-saving toilet comprises: a toilet bowl; a drain pipe connected to a lower portion of the toilet bowl; a drain valve formed in a place where the toilet bowl and the drain pipe are connected, and able to be opened and closed; a flushing part connected, through a washing water pipe, to a washing water supply part formed on an upper portion of the toilet bowl in order to discharge washing water to the toilet bowl; a valve closing part providing an elastic force so that the drain valve is maintained in a closed state and the flushing part is maintained in a state in which washing water does not pass therethrough; and a pedal connected to the drain valve, the flushing part, and the valve closing part. When a stepping amount of the pedal is generated by a user, a degree of opening of the drain valve can be changed according to the stepping amount, and when the stepping amount of the pedal exceeds a threshold value, the flushing part can discharge washing water to the toilet bowl through the washing water supply part, thereby reducing the usage of washing water and a noise during washing.
