According to the present invention, an earthquake-proof reinforcing device is disclosed. The disclosed earthquake-proof reinforcing device comprises: a cable unit installed to cross in an external wall of a structure, and changed by transverse displacement of the structure; a damper unit displaced by the transverse displacement of the structure, and individually connected to the cable unit to be elastically deformed by a change in a state of the cable unit.
