The present invention relates to an apparatus and method for cleaning, shorting, coating, painting, and treating inside the tanks, facilities, and silos by using: cranes, high-altitude vehicles, sky vehicles, ladder vehicles, high-altitude work platforms, high-altitude work vehicles, high-altitude elevators, and moving vehicles mounted outside the facilities; a boom, a multi-stage boom, and an expansion boom provided in one of the cranes, high-altitude vehicles, sky vehicles, ladder vehicles, high-altitude work platforms, high-altitude work vehicles, high-altitude elevators, and moving vehicles; a line and hook mounted in the boom and the tip thereof; and an elevator and treating machine mounted on one of the line and hook inside the facilities, thereby capable of simply cleaning, shorting, coating, painting, treating, and the like inside the tanks and facilities.
