The present invention provides a thermal insulation panel in which at least one side of an outer surface plate has a concave-convex surface, so that the vertical communication of cold air is smoothly made. Provided is a prefabricated thermal insulation panel, which comprises: a first outer surface plate; a second outer surface plate facing the first outer surface plate and having a concave-convex surface having a groove in the longitudinal direction; a heat insulating material disposed between the first outer surface plate and the second outer surface plate; and a sash unit disposed on the edge of the first outer surface plate and the second outer surface plate. The sash unit includes an upper sash member, a lower sash member, and both side sash members. The upper sash member and the lower sash member have concavo-convex surfaces corresponding to the concavo-convex surfaces of the second outer surface plate, so that the sash and the outer surface plate can be coupled without a gap.
