The present invention relates to a mortar composition for repairing and reinforcing a cross-section of a concrete sewer pipe and a method for repairing and reinforcing a cross-section of a concrete sewer pipe using the mortar composition. According to the present invention, the flow of sewage is firmly blocked by an action of a watertight water barrier. The present invention comprises: 25-32 parts by weight of cement; 3.1-11.5 parts by weight of a rapid hardening material; 1.6-5.3 parts by weight of a curing auxiliary material; 1.2-2.1 parts by weight of a strength enhancing material; 1.5-2.5 parts by weight of an expanding material; 0.04-0.1 parts by weight of micro fiber; 0.59-2.1 parts by weight of an organic-inorganic composite waterproofing material; 0.05-0.22 parts by weight of a water reducing agent; 0.3-0.6 parts by weight of a thixotropic agent; 0.07-0.15 parts by weight of a hardening accelerator; 0.01-0.03 parts by weight of a retardant; 0.04-0.2 parts by weight of a dilution inhibitor; 0.5-1.2 parts by weight of an inorganic coagulant; and 42-66 parts by weight of silica sand.
