The present invention relates to an artificial reef and a concrete structure. The artificial reef includes cement containing at least one selected from the group consisting of sea squirt shells, starfish, sea squirt shell dry powder, sea squirt shell extract, starfish dry powder, and starfish extract. The concrete structure allows concrete including cement containing at least one selected from the group consisting of starfish shreds and sea squirt shells, aggregate, and water to be attached to the surface of the artificial reef.
