The present technology relates to the following: a light-blocking device which can, according to the conditions surrounding a light-blocking wall, create a state in which an object that is meant to be invisible to a human being is hidden so as to be invisible to the eye or a state in which an object that is meant to be seen is visible to the eye; a light-blocking method, and a program. A light-blocking wall that partitions two spaces and that is constituted by a plurality of panels which can be controlled to a transmissive state in which light is transmitted and a light-blocking state in which light is blocked, is used as a window, and the position of the eye of a user is detected near the light-blocking wall. If the position of the user's eye is near the light-blocking wall, a panel of the light-blocking wall corresponding to the position of the user's eye is controlled to the transmissive state, and the other panels are controlled to the light-blocking state. The present disclosure can be applied to light-blocking walls.
