This panel holding device is for mounting, on an existing transparent member, a panel having a wiring cord. The panel holding device includes a holder that is disposed on the existing transparent member. The holder includes: an adhesive layer that adheres to the existing transparent member; a storage space that is formed inside the holder, and is capable of storing the wiring cord; and an opening that provides communication between the storage space and the outside of the holder. The panel includes a protruding portion protruding from part of a peripheral portion thereof. The protruding portion of the panel is stored in the storage space through the opening of the holder.
