In the present invention, disclosed are a thermally conductive concrete powder crusher, a thermally conductive concrete composition, a freezing warning system for a heating road pavement, a freezing warning method, an anti-freezing block, and a staircase structure using same. The thermally conductive concrete powder crusher according to an embodiment of the present invention comprises: a crusher body which has an accommodation space formed therein; a hopper which supplies lumps of concrete from the upper portion of the crusher body; a crushing portion which is accommodated in the crusher body and crushes the lumps of concrete supplied through the hopper; and a discharge portion through which the lumps of concrete crushed through the crushing portion are fallen and discharged.
