A summary of open space policies and planning in metropolitan Washington introduces the open space plan and program for the area. The 'areas of maximum environmental quality' concept is advocated as an expression of the regional interest in open space; 1971-1976 open space capital programs for constituent jurisdictions are summarized; and special attention is given to historic preservation, the development of a metropolitan trails system, and preservation of the Potomac River as a regional open space asset. Open space planning is related to other elements of regional development, including housing, crime prevention, environmental quality, and citizen participation, and the region's areawide land use policies.
