The building is to be located at Third Street, John Street, Second Street and Henry Avenue in Elkins, Randolph County, West Virginia. Site Selection and design have been accomplished with due consideration of any environmental impact that would take place on thecommunity. A summary of environmental impacts are: Short-term inconveniences associated with normal construction; and service to the pulbic; the postal system and the court system is expected to be improved through centralized operation and more functional facilities.
