In studying the economic base of the central area of St. Croix, a differentiation must be made between the area as a place of employment and a place of residence. There is no assurance that people working in the central area will also live there or that area residents will work there. The focus of this appendix is to: project manufacturing employment in the whole island of St. Croix to 1985; estimate what portion of this and other types of employment can be expected to locate within a Central Urban Area; and derive the income characteristics of the resulting labor force.
