This Type B Study augments Florida HP & R Project P-1-63, (Flexible Pavement Design) with respect to the design features of asphaltic materials, and particularly with respect to the integration of surface design into the total design system for flexible pavements. It is believed that with good design and construction, it is quite possible to obtain good performance in a pavement with a low or borderline quality asphalt. Similarly, a good asphalt can also cover for some defects in design and construction in all probability. It is a goal of this research to attempt to determine the minimum acceptable limits for tests on the asphalt component which will predict service.
