Urban Policy Brief: Residential Mobility Programs, Number 1, September 1994
In an effort to reduce concentrations of inner-city poverty, the U.S. Department of Housing and Urban Development (HUD) has developed a set of new initiatives intended to ensure that low-income, inner-city families have access to affordable housing opportunities throughout their metropolitan area. This paper, the first in a series on current issues in housing policy, offers an introductory review of the research and policy literature on these residential mobility strategies.
