Incog Open Space Plan, 1990
The purpose of the report is to develop a Regional open space system which will aid in maintaining and upgrading environmental quality in the Region. The report describes the natural features of the INCOG Region and concludes that the natural water cycle affords the best and most logical basis for planning an open space system. Open space-recreation standards reflected in the plan are based upon adopted standards for the State of Oklahoma and those reflected in the Tulsa Metropolitan Area Planning Commission's Open Space Plan, 1990. The plan includes standards for conservation, recreation, historic sites, and scenic areas. Existing deficiency and future needs analysis indicate emphasis should be placed upon providing urban recreation space in the Region. The effect of the policy guidelines and implementation measures recommended would be the establishment of a continuous series of open space wedges providing form for the urban fabric. The plan establishes the basis for continuing open space planning through policy recommendations and establishment of a multi-year open space-recreation acquisition and development program which will be updated annually.
