London's metropolitan economy: Myth and reality
Michael Edwards argues that conventional ways of seeing the economy of London propagate some serious distortions which inhibit our understanding and must therefore impede effective action. In particular he challenges the view that, if the right conditions can be created for a few key sectors of the London economy — usually finance and business services, tourism and some cultural industries — all will be for the best, or at least that is the best that we can do. General benefits will follow for other sectors, which are implicitly seen as dependent upon these basic or export-oriented activities. Many of the problems about how to conceptualise the economy arise from confusion about the standpoint: from whose point of view are we approaching it, and what are we implicitly trying to maximise? The paper concludes with some tentative suggestions about how we should proceed in considering the economy of London.
