Inter-action between enterprises operating in an oligopolistic setting is shown to affect the spatial pattern of their plants. The spatial outcome of the inter-action process among small groups of firms reflects their roles and behaviour. ‘Leader’ and ‘satellite’ roles are discussed in relation to three kinds of behaviour; collusive, competitive and passive. These concepts are illustrated with reference to enterprises operating within the U.K. brewing industry. Governments need to take this inter-action process into account in order to work the system to their own benefit.
