The organics regulations require that water systems serving large populations install a device using granular activated carbon (GAC) to reduce the level of synthetic organic chemicals to the maximum extent feasible. Sufficient work on testing the purity of GAC has not been done. The possibility of exchanging a very weak carcinogen in drinking water for a much more potent one must be examined.
