Arizona's Groundwater Code: Strength in Compromise
Forced by an imbalance between supply and consumption of groundwater, Arizona enacted in 1980 far‐reaching legislation to encourage conservation and to limit future mining of this resource so essential in a desert environment. The legislation is considered the most comprehensive state groundwater management plan enacted to date. The plan may serve as a model for other states as they prepare their own plans for groundwater management.
