Developer Challenges Arizona's Denial of Groundwater Export to Nevada
Wind River Resources (WRR), a Nevada developer, has challenged the Arizona Department of Water Resources’ (ADWR's) denial of WRR's application to export groundwater from Arizona into Nevada. The suit claims that the ADWR director and assistant director conspired to delay the processing of WRR's application in order to financially drain WRR, which ADWR allegedly hoped would lead to withdrawal of the application. WRR alleges that the defendants’ actions left former WRR majority owner Erika Van Alstine financially insolvent, forcing her to sell a majority stake in the company.
