Water utilities must be managed by professionals who know how to apply proper personnel policies. Water rates must be adjusted so that salaries and benefits will attract and retain qualified employees. This should be done without making it necessary for employees to resort to unionization. The future of employer‐employee relations in the water industry is, to a large extent, in the hands of the owners and managers of the utilities.
