This chapter focuses on the basic building blocks of location: civic and geospatial location formats, their encoding, and some of the most important protocols. It describes the Next Generation 9‐1‐1 US Civic Location Data Exchange Format (CLDXF) Standard created by NENA to support the exchange of US civic location data about 9‐1‐1 calls, and to do so in a format consistent with the international civic Address type defined within the Presence Information Data Format‐Location Object (PIDF‐LO) standard. The chapter discusses the binary encoding of geodetic location information for usage with the Dynamic Host Configuration Protocol (DHCP) as Location Configuration Protocol (LCP). It then describes the uses of the OGC Geography Markup Language (GML) for encoding and transporting location elements within the emergency services context. The chapter also talks about a taxonomy of the Internet Engineering Task Force (IETF) HELD Protocol; OMA enablers and emergency services, and 3GPP location protocols. 3G mobile communication; geographic information systems
