In fact, the most expensive thing we do in the water business is lay pipe in the ground. Forget the capital cost of treatment processes. Add up the pipe replacement cost for virtually any retail water agency and it dwarfs ‐ by a lot ‐ the capital cost of treatment. In fact, the needed financial resources to replace aging pipes and other infrastructure is the top concern expressed by survey participants in the State of the Water Industry report in this issue.
