Effect of Water Main Extension Policy on Rates
This article begins by discussing three basic concepts of water main extension practices for municipal water utilities: the public utility concept; the community improvement concept; and, the property improvement concept. A survey was done on determining which method was used the most, with 17 out of 19 participating utilities using assessment of improved property, and two using the utility financing concept. The article briefly reviews the practices of the Wisconsin municipal utilities on main extension policy.
