For the past three decades or so, water utilities have had an accident rate about three times higher than gas and electric utilities. Bituminous coal, lignite mining, police departments, and a number of manufacturing industries have better safety records. One explanation is that safety is not an enforced management priority. AWWA's safety program is a way to help utility staffs achieve a good safety record. In this era of technological change, the health and welfare of the workforce remains a fundamental priority and a weighty management responsibility. The record shows that utilities must do better.
