Publication Accomplishments of ASCE-EWRI Standards Committees from 1999–2018
This paper provides the general policies, operational procedures, and publication accomplishments by the ASCE Environmental and Water Resources Institute (EWRI) Standards Development Council since October 1, 1999. The ASCE/EWRI World Water and Environmental Resources Congresses started in 2001 in Orlando, FL. The publication of individual articles in ASCE journals continued the established process of ASCE publication committees during the 19th Century. The development of committee reports started whenever appropriate ASCE committees wished to develop pre-standards in about 1950 or so. The ASCE/EWRI Manuals of Professional Practice probably started with Hydrology Manual #28. The development of ANSI/ASCE/EWRI Standard #2 dealing with the “Clean Water Standard” began with the use of EPA funding after 1972. The ASCE/EWRI committee procedures and activities are described according to the information contained in appropriate editions of the EWRI Operations Handbook, appropriate ASCE/EWRI Congress announcements, and the ASCE Rules for Standard Committees. Other processes are described in the ASCE Books guideline for authors. The environmental and water resources publications range from either slightly reviewed (i.e. Congress proceedings) to carefully reviewed consensus documents (i.e. ANSI/ASCE/EWRI standards) and they may cover design, operation, installation, and/or maintenance practices for utilization or adoption by the ASCE/EWRI membership or other professionals, or even appropriate governmental organizations throughout the world. As indicated by powerpoint presentations given by leaders of the ASCE or EWRI standards development process; the publications provided are articles by individuals summarized in the proceedings of congresses, the committee reports by numerous task committees or technical committees of the institute, the manuals of professional practice developed by EWRI technical groups and reviewed by blue-ribbon panels, and the highest level of technical guideline standard or standards of practice, which in some cases have also become American National Standards.
