Public Works Capacity Expansion Based on Unit Cost
A procedure is presented for determining the capacity design time that results in the lowest unit cost to the user of a public works facility or project. It was found that the higher the rate of population growth in the utility service area, the shorter the appropriate capacity design time. The period of time over which bonds used to finance the project were amortized was found to have a substantial influence on the unit cost to the customer. The procedure is applicable only to the design of the public works projects financed by the sale of long-term bonds.
