The purpose of this paper is to show the relation of valuation to the railroad problem. The passage of the Transportation Act, 1920, made fundamental changes in the relations of the Interstate Commerce Commission and the railroads, and the discussion of the question now under consideration is one of considerable importance, both to the carriers and the public.
